Liu Dequan

 Liu Dequan is a professor-level senior engineer at the University of Emergency Management, China. He serves as a Member of the AI Expert Committee at the UNESCO International Education Center. In 2021, he was elected a Foreign Academician of the Ukrainian National Academy of Engineering. A nationally recognized expert on non-coal mine safety production, he specializes in theoretical and applied research on the applications of the Internet of Things (IoT) and artificial intelligence in emergency management. In 2022, he received the Outstanding Achievement Award in Artificial Intelligence. As the founder of the Emergency Aviation Rescue Association, he was honored with the Special Contribution Award at the IHETT2025 Digital Intelligence Awards. He also acts as an expert member for the Ministry of Human Resources and Social Security and the Ministry of Emergency Management, and serves as a peer reviewer for journals including IEEE Communications Letters.
